Why wind indication matters on COMAH and chemical sites
If you operate an upper or lower tier site under the Control of Major Accident Hazards Regulations 2015 (HSE COMAH), you already know wind direction is not a comfort indicator. It is a hazard-management input. When a flammable vapour escapes, when an ammonia line vents, when an LPG bullet vents on a hot afternoon, the wind tells your incident controller where the cloud is going and which muster point is downwind.
A windsock is the cheapest, most reliable, most universally understood instrument on your site for that decision. It works in a power cut. It works when the SCADA is down. It works for the fire and rescue service arriving in unfamiliar surroundings.

What the regulations actually say about windsocks on COMAH sites
This is the part most procurement teams want clarified before they raise a purchase order. The honest answer is more nuanced than a single line item in a standard.
COMAH does not specify a windsock by model number
HSE COMAH is a goal-setting regime. It requires operators of establishments holding specified quantities of dangerous substances to take "all measures necessary" to prevent major accidents and limit consequences to people and the environment. It does not publish a part number for a wind indicator.
What it does require, through the Safety Report (upper tier) or the Major Accident Prevention Policy (lower tier), is that the operator demonstrates:
- Adequate means of detecting the release of dangerous substances.
- Effective on-site emergency arrangements, including evacuation in the right direction.
- Information to the emergency services that supports their off-site response.
A visible wind indicator is one of the standard control measures used to satisfy these obligations. The Competent Authority (HSE and the Environment Agency, SEPA or NRW) expects to see wind indication on the site as part of a credible emergency response.
DSEAR and the link to ignition control
The Dangerous Substances and Explosive Atmospheres Regulations 2002 (DSEAR) sit alongside COMAH. DSEAR requires you to assess the risk of dangerous substances and put in place measures to eliminate or reduce risk. Knowing wind direction at the moment of a release is fundamental to deciding where it is safe to start hot work, where to position appliances, and which areas must be evacuated first.

Even though no single standard reads "fit a windsock," the following are the references that turn up most often in safety reports and emergency plans:

Aviation standards still matter on industrial sites
If your site has a helicopter landing area, for offshore crew transfer, air ambulance access or executive operations, you also fall under CAA CAP 168 Licensing of Aerodromes or the helideck standards in CAP 437. CAP 168 sets out specific windsock requirements: minimum 3.6 m length for licensed aerodromes, free rotation 360 degrees, visibility from a defined distance, and frangible mounting. ICAO Annex 14 and EASA EU Regulation 139/2014 mirror this internationally.

What good practice looks like in the COMAH safety report
When the Competent Authority reviews your emergency arrangements, they want to see that wind indication is treated as a control measure with the same rigour as any other safety-critical item.
Number and positioning
A single windsock is rarely enough on a large chemical site. Good practice is multiple indicators, sited so that at least one is visible from:
- Every manned control room or gatehouse.
- Each designated muster point.
- The main process areas with credible release scenarios.
- The fire water pump house and emergency response equipment store.
The objective is that anyone making a decision about which way to move can see a windsock without leaving cover.
Visibility and lighting
For 24-hour operations, wind indicators serving emergency response should be illuminated. Internal LED illumination or externally floodlit installation are both acceptable. The test is whether the sock reads correctly to the human eye at night, in rain, and through process steam.
Height and exposure
The indicator must be high enough to sit in the free airstream above process structures and pipe racks. A windsock buried in the lee of a tank gives a false reading. Typical mast heights on COMAH sites range from 6 m to 15 m depending on local structures.
Maintenance and inspection
The windsock should appear on your planned maintenance schedule. The fabric is a consumable. UV, acidic vapours and salt-laden air degrade polyester. Plan for visual inspection monthly, a recorded condition check quarterly, and fabric replacement on a defined cycle. Snap-on or lace-on
Snap-on fittings allow a maintenance team to swap a fabric in minutes from a MEWP or fixed platform. Lace-on fittings give the most secure retention in exposed coastal or high-wind locations. Most COMAH sites we supply choose snap-on for ease of replacement, with lace-on reserved for the most exposed masts.
ATEX and zoned areas
If the mast itself sits inside a DSEAR-zoned area, any electrical illumination must carry the appropriate ATEX certification for the zone. The windsock fabric and frame are passive items and do not themselves require ATEX certification, but the supporting electrical infrastructure does. State the zone classification in your enquiry.

Sizing and siting on a complex site
Sizing is a function of viewing distance and the wind speeds you need to read.
A 2.4 m sock reads clearly at around 400 m in good visibility. A 3.6 m sock reads at around 600 m. On a large refinery or tank farm, this drives the decision to fit multiple smaller indicators rather than one large one, because line of sight is broken by process structures.

For siting, the rule is to keep the sock in the free airstream. As a guide, place the mast so that the windsock sits at least twice the height of the nearest significant structure above ground level, and ideally further. Does HSE COMAH legally require a windsock?
COMAH does not name a windsock as a mandatory item. It requires effective emergency arrangements and adequate detection and response to releases of dangerous substances. How many windsocks does a chemical site need?
There is no fixed number. Good practice is to ensure that at least one wind indicator is visible from every control room, gatehouse, muster point and main process area. Large sites typically fit between three and eight indicators.
What size windsock should a COMAH site fit?
A 2.4 m sock suits most internal viewing distances. A 3.6 m sock is appropriate where viewing distances exceed 400 m or where the site has an aviation function under CAA CAP 168.
